Exam authorisation received

In order to receive your exam permit (exam order), you must submit an application for your driving licence to your driving licence authority as soon as possible after registering at the driving school.

Prerequisite

  • You have registered a residence in Germany.

Competent driving licence authority

Residence in Munich

  • If you have your main place of residence in Munich, you must apply for your driving licence at the Munich District Administration Office (KVR) Driving Licence Department.

 

Residence outside Munich

  • If you do not have your main place of residence in Munich, you must apply for your driving licence at the driving licence authority (district administration department, district administration office, town hall) at your main place of residence.

  • In addition, you must give a reason and provide suitable evidence as to why you would like to complete your driving licence training in Munich.

  • Possible reasons are usually accepted: place of work in Munich, training in Munich, school in Munich, secondary residence in Munich.

  • In some cases, the district offices may also accept other reasons. However, you must clarify this with your district office.

  • You should only start your driving licence training in Munich once you have received approval from your driving licence authority.

Duration

  • The regular processing time for your application at the Munich District Administration Office is approx. 8 weeks.
  • You can submit the application online or by post.
  • To be able to submit the application online, you need a Bayern-ID and an ID card with online function. All information on this can be found in the links below from the district administration department.
  • Applications submitted online are usually processed more quickly and you will receive your test authorisation (test order) sooner.
  • During the processing period, you can already start theory lessons and driving lessons.
  • Once your application has been processed, you will receive your examination authorisation (examination order).
  • You can obtain information on your processing status from the Fahrerlaubnisbehörde München.
  • In your app FAHREN LERNEN you can check the receipt and validity of your examination authorisation.

First aid course

  • Until 2016, the district administration department accepted the immediate measures at the scene of an accident course (8 hours) for the driving licence.
  • From 2016, only the first aid course (9 hours) will be accepted.
  • If you obtained your car driving licence before 2016 and would now like to upgrade your driving licence to another category (e.g. motorbike driving licence), you must provide proof of a new first aid course for the KVR.
  • If you obtained your car driving licence after 2016, you do not need a new first aid course if you want to upgrade your current category, as your driving licence is proof of the first aid course.

Information in the application

Personal details

  • Enter your e-mail address. This is the only way you will receive your invitation link to the important Drivers Club | TÜV SÜD and be informed when you will receive your test authorisation.


Driving licence application

  • Specify the driving licence category for which you want to take the test.


Examination

  • For categories A1, A2, A, B (not B197 or B78), state: "I would like to take the driving test with a manual transmission vehicle for the following category/ies."
  • For category B78, state: "I would like to take the driving test with a vehicle with automatic transmission for the following category/ies (key number 78)"
  • For category B197, state: "I would like to take the driving test on a vehicle with automatic transmission and complete practical training for driving vehicles with manual transmission in category B in accordance with Annex 7 of the learner driver training regulations (key number 197)"
  • For category BE, state: "I would like to take the driving test with a motor vehicle with automatic transmission for the following category/ies (code number 78)." 
  • The examination venue is Munich

Issue of examination authorisation (examination order)

  • As soon as your test licence has been issued, you will receive an invitation to the Drivers Club | TÜV SÜD by e-mail.
  • If you did not enter an e-mail address on the driving licence application, you will receive the Drivers Club | TÜV SÜD invitation by post.
  • You must check in the Drivers Club | TÜV SÜD for which class your test licence has been issued and whether a visual aid has been entered.
  • You will also find the advance payment from TÜV Süd for your test fees.
  • As soon as your test authorisation has been issued, you must immediately inform the customer service at your location by e-mail.

Validity

  • Your examination authorisation (examination order) is valid for one year.
  • If your examination authorisation (examination order) expires after one year, you must apply again for a driving licence.
  • If you pass the theory examination, your examination authorisation (examination order) is automatically extended by a further year.
