Apply for a driver's license

Required for everyone – mandatory documents

• Registered residence in Germany
   
• Identity card or passport or foreign national passport showing your name, picture and ID number
   
• First aid certificate of participation (valid for an unlimited period)
   
• Eye test (not older than 2 years)
   
• 1 biometric passport photo

Additionally required when converting a foreign driving licence

• Foreign driving licence must be accepted by the driving licence office Munich:
  
  1.  Original foreign driving license (must still be valid at the time of conversion).
  
  2.  At the time your foreign driving licence was issued, you had been resident in the issuing country for more than 6 months.
  
  3.  You did not have a registered place of residence in Germany at the time your foreign driving licence was issued.
  
  4.  If you have renewed your foreign driving licence, you were not allowed to have a registered place of residence in Germany at the time of renewal. As a rule, the date of issue on the driving licence is decisive.
   
• Translation of the foreign driving license. Translations are offered by automobile clubs or publicly appointed and sworn translators, for example.
   
• Proof of the duration of possession of the foreign driving license (not necessary if the duration of possession is evident from the driving license).

Your main place of residence is in Munich

• You must apply for your driving licence at the Munich District Administration Office (KVR) Driving Licence Department.

Your main place of residence is not in Munich

• You must apply for your driving licence at the driving licence authority (district administration department, district administration office, town hall) at your main place of residence.
   
• You also need to provide a justification and suitable proof of why you want to complete your driving license training in Munich.
   
• The following reasons are generally accepted:
  
  - workplace in Munich
  
  - vocational training in Munich
  
  - school in Munich
  
  - secondary residence in Munich
   
• In some cases, the driving licence authority may also accept other reasons. You must clarify this with your driving license authority before starting your training at the driving school.
   
• You should only begin your driving license training once you have received approval from your driving license authority to take your driving license training/exam in Munich.

• We recommend submitting the application online.
   
• The processing time at the Munich driving licence authority currently takes up to 10 weeks from the date your documents are submitted in full.
   
• When applying by letter, documents often get lost and have to be submitted later. This delays processing considerably.
   
• To be able to submit the application online, you will need
  
  - Identity card or residence permit with online function
  
  - PIN identity card or residence permit
  
  - Bayern ID
   
• A Bayern-ID can be created during the online driving licence application process. 
   
• The online driving licence application can only be submitted on a smartphone. It is not possible on a computer.

• By post is not possible for conversion a a foreign driving license.
   
• The processing time at the Munich driving licence authority currently takes up to 14 weeks from the date your documents are submitted in full.
   
• When applying by letter, submitted documents may be lost and must be submitted later. This delays processing considerably.
   
• Print out the appropriate application, fill in all the details and attach all the required documents.

• During the processing period, you can already start theory lessons and driving lessons.
   
• The processing time at the Munich driving licence authority currently takes up to 10 weeks from the date your documents are submitted in full, if you submit your driving licence application online.
   
• The processing time at the Munich driving licence authority currently takes up to 14 weeks from the date your documents are submitted in full, if you submit your driving licence application by post.
   
• After your application has been processed, you will receive your exam approval (exam order). See below.
   
• You can obtain information on your processing status from the Fahrerlaubnisbehörde München.
   
• If your exam authorisation (exam order) has not yet been issued after the regular processing time, contact your driving licence authority (Kreisverwaltungsreferat München or District Office) using the contact form or in person. Contact information at Kreisverwaltungsreferat München.

• Once the licensing authority has fully processed your application, it will automatically forward your exam approval to TÜV SÜD. Shortly after, you'll receive an activation code for the TÜV SÜD Drivers Club by email or post – use it to register once and gain access to your exam information.

• Check in the TÜV SÜD Drivers Club that everything is correct:
  
  - Exam approval: Has your approval been issued for the right licence class/key number? → Drivers Club → Menu → My Profile → My Licence Classes
  
  - Visual aid: Is the condition correctly noted (if applicable)? → Drivers Club → My Exams → Conditions
   
• Pay the advance invoice (Kostenvorschuss) for your exam fees from TÜV SÜD – it's available to download in the TÜV SÜD Drivers Club. We can only book your exams once payment has been received.
   
• If the licensing authority has not issued your exam approval for the correct licence class, or has incorrectly noted a condition (e.g. visual aid requirement), you'll need to contact your licensing authority (Kreisverwaltungsreferat München or Landratsamt) by contact form, phone, or in person. • In the application, you only need to provide our adress and driving school number. This information counts as the registration confirmation.
   
• A stamp from the driving school on the application or any other form of confirmation is generally not required.
