Applying for your driving licence – here's how it works

Requirements

What do you need for the application? (Checklist)

Required for everyone – mandatory documents

  • Registered residence in Germany
     
  • Identity card or passport or foreign national passport showing your name, picture and ID number
     
  • First aid certificate of participation (valid for an unlimited period)
     
  • Eye test (not older than 2 years)
     
  • 1 biometric passport photo

 

Additionally required when converting a foreign driving licence

  • Foreign driving licence must be accepted by the driving licence office Munich:

    1.  Original foreign driving license (must still be valid at the time of conversion).

    2.  At the time your foreign driving licence was issued, you had been resident in the issuing country for more than 6 months.

    3.  You did not have a registered place of residence in Germany at the time your foreign driving licence was issued.

    4.  If you have renewed your foreign driving licence, you were not allowed to have a registered place of residence in Germany at the time of renewal. As a rule, the date of issue on the driving licence is decisive.
     
  • Translation of the foreign driving license. Translations are offered by automobile clubs or publicly appointed and sworn translators, for example.
     
  • Proof of the duration of possession of the foreign driving license (not necessary if the duration of possession is evident from the driving license).

Competent driving licence authority

Where do you submit your application? (depending on your place of residence)

Your main place of residence is in Munich

  • You must apply for your driving licence at the Munich District Administration Office (KVR) Driving Licence Department.

 


Your main place of residence is not in Munich

  • You must apply for your driving licence at the driving licence authority (district administration department, district administration office, town hall) at your main place of residence.
     
  • In addition, you must give a reason and provide suitable evidence as to why you would like to complete your driving licence training in Munich.
     
  • Possible reasons are usually accepted:

    - Place of work in Munich

    - Education in Munich

    - School in Munich

    - Secondary residence in Munich
     
  • In some cases, the district offices sometimes accept other reasons. You must clarify this with your district office before your training at the driving school.
     
  • Only after you have received approval from your driving licence authority should you start your driving licence training in Munich.

Apply online (recommended – faster)

  • We recommend submitting the application online.
     
  • As a rule, the processing time at the Munich District Administration Office is approx. 8 weeks.
     
  • When applying by letter, documents often get lost and have to be submitted later. This delays processing considerably.
     
  • To be able to submit the application online, you will need

    - Identity card or residence permit with online function

    - PIN identity card or residence permit

    - Bayern ID
     
  • A Bayern-ID can be created during the online driving licence application process. 
     
  • The online driving licence application can only be submitted on a smartphone. It is not possible on a computer.

Submit application by post (takes longer)

  • By post is not possible for conversion a a foreign driving license.
     
  • As a rule, the processing time at the Munich District Administration Office is approx. 12 weeks.
     
  • When applying by letter, submitted documents may be lost and must be submitted later. This delays processing considerably.
     
  • Print out the appropriate application, fill in all the details and attach all the required documents.

How long does processing take?

  • During the processing period, you can already start theory lessons and driving lessons.
     
  • As a rule, the processing time at the Munich District Administration Office is approx. 8 weeks, if you submit your driving licence application online.
     
  • As a rule, the processing time at the Munich District Administration Office is approx. 12 weeks, if you submit your driving licence application by post.
     
  • After your application has been processed, you will receive your exam authorisation (exam order). See below.
     
  • You can obtain information on your processing status from the Fahrerlaubnisbehörde München.
     
  • If your exam authorisation (exam order) has not yet been issued after the regular processing time, contact your driving licence authority (Kreisverwaltungsreferat München or District Office) using the contact form or in person. Contact information at Kreisverwaltungsreferat München.

First aid course – what applies to you?

  • To apply for a driving licence, you need a confirmation of participation in a first aid course.
     
  • The validity of a first aid course is unlimited.
     
  • Various organisations offer a first aid course.
     
  • Until 20.10.2017, the immediate measures at the scene of an accident course was accepted when applying for a driving licence. Duration 8 hours of 45 minutes each.
     
  • From 20.10.2017, only the first aid course will be accepted. Duration 9 hours of 45 minutes each.
     
  • If you received your driving licence before 20.10.2017 and would now like to upgrade to another category (e.g. motorbike licence), you must take a new first aid course for the driving licence application.
     
  • If you obtained your driving licence after 20.10.2017, you do not need a new first aid course if you want to upgrade your current category, as your driving licence is proof of the first aid course.

Confirmation from the driving school for the driving licence application

What do you enter from us in the application?

  • In the application, you only need to provide our adress and driving school number. This information counts as the required confirmation.
     
  • A stamp from the driving school on the application or any other form of confirmation is generally not required.
     
  • Registered at the Schwabing-Freimann, Schwabing-West or Maxvorstadt location:

  • Registered at the Neuhausen location:

How to fill in the application correctly – step by step

Personal details

  • Enter your e-mail address. This is the only way you will receive your invitation link to the important Drivers Club | TÜV SÜD and you will receive the notification when your exam authorization has been granted.

 

Driving licence application

  • Specify the driving licence class for which you want to take the exam.
     
  • If class A with key number 80 (A80) is required, please also state:
    ‘I would like to apply for a category A driving licence limited to three-wheeled vehicles with a power of more than 15 kW.’

 

Examination

  • For class A1, A2, A, B (not B197 or B78) state: “I would like to take the driving exam with a manual transmission vehicle for the following classes.”
     
  • For class B78 state: “I would like to take the driving exam with a vehicle with automatic transmission for the following class (key number 78)”
     
  • For class B197 state: “I would like to take the driving exam on a vehicle with automatic transmission and complete practical training for driving vehicles with manual transmission in class B in accordance with Annex 7 of the learner driver training regulations (key number 197)”
     
  • For class BE state: "I would like to take the driving exam with a motor vehicle with automatic transmission for the following class (code number 78)." 
     
  • The examination location is Munich

Which application do you need?

I am applying for accompanied driving at 17 (BF17)

  • You are 17 years old and would like to obtain a driving licence for categories B197, B78, B, BE.
     
  • Then you can drive with a registered accompanying person until the age of 18.
     
  • Please do not apply for ‘Driving licence for the first time’.

I am applying for my first driving licence

  • You do not yet have a driving licence and would like to apply for your first driving licence.

I already have a driving licence and would like to add another class

  • You already have a driving licence and would like to take a exam for additional classes to extend your driving licence.

  • You have already submitted an application, need to change it, would like to report a change of driving school, still need to submit documents, have not yet received a message or still have questions about the rest of the process.

I would like to have B196, B96, B197 added to my driving licence

  • If conditions and restrictions are changed or entered or the key number B96, B196, B197 is entered, you will need a replacement driving licence.

My driving licence was revoked – apply again

  • If your driving licence has been revoked or you have voluntarily surrendered your driving licence, your driving licence has expired and you must apply for a new one.

Granting of your test authorization & TÜV SÜD Drivers Club

WHAT HAPPENS AFTER YOUR APPLICATION HAS BEEN APPROVED?

  • You will receive your exam authorisation (exam order) when the driving license authority has fully processed your application and sent the exam authorisation to the TÜV Süd test center.
     
  • You will then receive your activation code for the “Drivers Club TÜV Süd” by e-mail or post.
     
  • With the activation code you must register in the Drivers Club | TÜV SÜD.
     
  • Check independently in your Drivers Club | TÜV SÜD whether your exam authorisation (exam order) has been issued for your desired category:
    TÜV Süd Drivers Club -> Menu -> My profile -> My driving licence classes
     
  • If the exam authorisation (exam order) has not been issued by the driving licence authority for your desired class or if a condition (e.g. visual aid) has been incorrectly noted, contact your driving licence authority (Munich district administration department or district office) via the contact form, by telephone or in person. Contact information at Munich District Administration Office.
     
  • Check independently in your Drivers Club | TÜV SÜD whether the need for a visual aid has been entered correctly:
    TÜV Süd Drivers Club -> My exams -> Requirements
     
  • Immediately pay the advance payment (Kostenvorschuss) from TÜV Süd for your exam fees, which is available for you to download from the TÜV Süd Drivers Club.
     
  • Only then can we book a theoretical and practical exam for you.

How long is your application valid?

  • Once your application has been approved and your examination authorisation (examination order) has been issued, it is valid for one year.
     
  • If your examination authorisation (examination order) expires after one year, you must apply again for a driving licence.
     
  • If you pass the theory examination, your examination authorisation (examination order) is automatically extended by a further year.
